(John Elston/Dave Agar, CFRB News) Canada's Foreign Affairs Minister Peter MacKay says North Korea's claim that it tested a nuclear device has the potential to embark upon another arms race.  He told CFRB's 6 o'clock News Hour he believes there's a lot of unanimity in the global community that the action has to be condemned in the strongest terms.

Prime Minister Stephen Harper says he supports substantial sanctions against North Korea for testing a nuclear weapon.   He says the test represents a threat to Canada as well as other countries.

The number two man in North Korea, Kim Yong Nam told the Japanese-based Kyodo News Agency that whether his country will carry out further nuclear tests would depend on how the U.S. treats the country.   He also says U.S. policy toward North Korea will be the main factor for determining whether to return to the stall six-party talks on its nuclear programs.   Kim is quoted as saying "if the United States continues to take a hostile attitude and apply pressure on s in various forms, we will have no choice but to take physical steps to deal with that."
