The Toronto District School Board's Leadership Action Team released its report Tuesday, outlining a number of recommendations to improve safety in Toronto's schools, particularly in high schools.

The panel was set up in response to the School Community Safety Advisory Panel's report released in January, which laid out a grim picture of the atmosphere in our schools including gang violence, drugs and sexual violence.

That panel, headed up by attorney Julian Falconer, was set up by the school board in response to the shooting death of 15-year-old Jordan Manners in May 2007.

Some of the recommendations included in Tuesday's report involve increasing police presence in schools, hiring more counsellors and social workers, and expanding programs to help vulnerable students.

The plan also calls for the expansion of programs aimed at providing students with the tools they need to report sexual assaults, abuse, and bullying.

"Medal detectors your not going to see, sniffing dogs [you won't see] but what will be happening is incremental change.  And I think this report is about incremental change.  It's about changing the way that we interact with students and changing the way that staff interacts with itself."said John Campbell, Chair of the Toronto District School Board.

Lorraine Small, the mother of Jordan Manners, says she's disappointed with the report because the changes won't be immediately visible when schools open their doors in the Fall.  She says the report appears to be just more bureaucratic lip service.

"[I want to see] something better.  Something [so that] when you go into the school you can say 'Wow, there's a change'.  How many more hall monitors do they have?  Are they trained to handle these kids?"said Small.

Lorraine Small said she's also like to see more programs for 'vulnerable' youth in public schools, adding that that's where the board needs to begin teaching students how to death with the issues they may face in high school.

The Toronto District School Board's plan will be unveiled in three phases, with Phase 1 set to be rolled out in September.
